Financing Mechanisms and Public/Private Risk Sharing Instruments for Financing Small Scale Renewable Energy Equipment and Projects

 

The United Nations Environment Programme (UNEP) has commissioned a study to assess experience with and recommend designs for financial risk management instruments (FRMIs) that support scaled-up delivery and financing of small scale renewable energy (SSRE) projects.  The assessment will provide guidance to the UNEP and the Global Environment Facility (GEF) to inform designs of future UNEP, GEF, and other donor programs.  ESG chaired the Working Group that identified these instruments and prepared a detailed study which was presented at the Working Group 2 meeting in October, 2006.  Highlighted in the study are the following:

 

·         Background information on SSRE finance and delivery mechanisms and programs, including UNEP- and GEF-supported programs and commercial programs, and the related FRM instruments which have been used.

·         Other financial and delivery mechanisms and related FRM instruments; preliminary report to UNEP on best and recommended FRM instruments; UNEP will approve selection of mechanisms for detailed treatment.

·         Summary analysis and detailed preliminary designs for selected FRM instruments.
